Budget/Accounting Assistant

About the role

The Budget/Accounting Assistant provides technical and support services to the Finance, Contracts & Audit Section of the EU Delegation in Beirut. Working under the Head of Section, the role involves monitoring financial and legal aspects of cooperation programmes, ensuring compliance with EU procurement rules, and supporting audit activities.

Key responsibilities

• Analyse, verify and process payment requests and financial guarantees.
• Prepare and establish documents related to financial operations (commitments, de‑commitments, payment and recovery orders).
• Follow up on contracts, payments, execution deadlines and bank/legal entity files.
• Ensure data quality in the relevant IT applications and encode information accurately.
• Contribute to financial reports and statistics (RAC, RAL, forecasts, annual reports).
• Prepare and verify calls for tenders/proposals, act as secretary for evaluation committees, and ensure compliance with procedures and financing agreements.
• Prepare contract awards, draft contracts for signature and verify budget allocations.
• Identify and analyse requests for deviations from standard procedures.

Required profile

• Experience in budgetary, accounting or financial support functions.
• Familiarity with EU procurement regulations and contract management processes.
• Ability to work under supervision and collaborate within a team of 15 professionals.
• Strong analytical skills for verifying financial transactions and guarantees.
• Willingness to work occasional atypical hours as required.
