Armed Forces and Security Programme Adviser

About the role

The Armed Forces and Security (FAS) Programme Adviser supports the ICRC’s Prevention Department in delivering training and awareness activities on International Humanitarian Law (IHL) and International Human Rights Law (IHRL) to military and security forces in Lebanon. Working under the Regional FAS Delegate, the adviser helps plan, implement and follow‑up on programmes that aim to improve the protection of civilians and detainees during armed conflict.

Key responsibilities

• Assist in the design, delivery and evaluation of training courses, including Training‑of‑Trainers (ToT) sessions for armed forces and security personnel.
• Maintain regular contact with military and security authorities at national and local levels, representing the ICRC in meetings and briefings.
• Support the preparation of training materials, dissemination tools and reporting on programme outcomes.
• Participate in emergency response activities, providing expertise on IHL and IHRL to relevant stakeholders.
• Contribute to the monitoring and follow‑up of programme impact and compliance with ICRC standards.

Required profile

• Legal eligibility to work in Lebanon and the ability to sign an employment contract upon selection.
• Experience in humanitarian or security‑related training, preferably with armed forces or police forces.
• Strong understanding of IHL, IHRL and the ICRC’s operational principles.
• Proven ability to work collaboratively with diverse interlocutors in a confidential environment.
