Project Officer – EU Delegation (Local Agent Group I)

About the role

The European Union Delegation in Beirut is seeking a Project Officer (Local Agent Group I) for its Cooperation Section. The role is a two‑year fixed‑term position, reporting to the Head of Cooperation Section, and involves supporting the design, implementation and monitoring of EU programmes and projects in Lebanon.

Key responsibilities

• Identify, analyse, negotiate and draft proposals for programmes and projects in close cooperation with internal and external stakeholders.
• Prepare and present programme/project proposals for internal approval.
• Draft procurement and contract documentation for grants and service contracts, managing the full procurement cycle.
• Monitor technical and financial aspects of contracts, ensuring compliance through periodic reviews, audits and reporting.
• Conduct field missions and monitoring visits to assess implementation progress and beneficiary engagement.
• Maintain accurate records in EU corporate systems such as CRIS and OPSYS.
• Coordinate horizontal activities, networking and concertation aspects of the programme.

Required profile

• University degree in international cooperation, public administration, law, economics or a related field.
• Relevant experience in programme management, procurement or contract administration, preferably in an international or diplomatic setting.
• Strong analytical and negotiation skills, with the ability to work with diverse stakeholders.
• Excellent written and oral communication in English; knowledge of French or Arabic is an advantage.

Required skills

• Experience with EU procurement and contract management procedures.
• Proficiency in EU corporate systems such as CRIS and OPSYS.
