Procurement Manager, Emerging Technology and Digital Innovation

About the role

The International Rescue Committee (IRC) is hiring a Procurement Manager for Emerging Technology and Digital Innovation Procurement in Beirut. Global Procurement, within the Global Supply Chain function, leads sourcing strategy, category management and supplier management, and has created this role to give procurement capacity for early-stage digital innovation, pilots, proofs of concept, trials and emerging tools. The role is an execution-focused, hands-on individual contributor who acts as the day-to-day procurement focal point for such requests.

Key responsibilities

• Provide hands-on sourcing support for pilots, trials, proofs of concept, small-scale SaaS, emerging vendors and digital innovation requests, following the IT category strategy and the Senior Category Manager, IT.
• Run early market scans, support requirement gathering, supplier identification, RFI/RFQ/RFP preparation, evaluation, award recommendations and contract finalization, and help bring new tools into proper procurement channels.
• Build a lightweight, repeatable procurement pathway for pilots, trials and proofs of concept, with checklists, decision tools, approval checkpoints and escalation criteria.
• Support AI-enabled tools where AI functionality is in scope, applying IRC's AI assessment requirements and coordinating with the AI Governance and Risk Committee and AI Department Focal Points.
• Coordinate vendor risk assessments and due diligence across cybersecurity, privacy, legal, donor compliance, sanctions screening, financial viability, implementation and integration risks, and ensure procurement files are complete and audit-ready.
• Maintain a list of emerging technology tools and vendors with status, approved use cases, business owners and contract details, and reduce shadow IT and unmanaged spend.
• Support commercial negotiation and contracting, including NDAs, trial and pilot agreements, SaaS agreements, subscriptions, software licenses, cloud services and renewals, and review pricing models.
