People & Culture Manager – Beirut

About the role

UNICEF Lebanon is seeking a senior People & Culture Manager to join the Country Management Team. The role provides strategic HR leadership in a highly complex humanitarian environment, ensuring the organization attracts, develops and retains a high‑performing workforce.

Key responsibilities

• Lead the People & Culture agenda, aligning HR strategy with UNICEF’s mission and operational priorities.
• Provide strategic partnership to senior management on workforce planning, talent management and organizational change.
• Oversee emergency preparedness, response and duty‑of‑care initiatives for staff.
• Foster staff wellbeing, organizational resilience and an inclusive workplace culture.
• Drive talent acquisition, performance management, learning and development programs.
• Ensure compliance with UN policies and local labour regulations.

Required profile

• Proven experience in senior HR roles, preferably within humanitarian or development contexts.
• Strong understanding of strategic HR functions, workforce planning and talent management.
• Ability to operate in fast‑changing, high‑pressure environments.
• Excellent communication and stakeholder‑management skills.
