Monitoring, Evaluation & Learning Advisor (Mid-level) – MENA

About the role

The Monitoring, Evaluation and Learning (MEL) Advisor will lead the design and implementation of a digital, adaptive MEL system for the Justice for a Safer, Stronger Future programme across Tunisia, Lebanon and Syria. Reporting to the programme manager, the advisor will ensure that data collection moves beyond outputs to capture outcomes, systemic change and emergent learning, feeding directly into programme adaptation and the country Learning Agendas.

Key responsibilities

• Design and harmonise a results framework that integrates quantitative metrics (reach, resolution, satisfaction) with advanced qualitative tracking.
• Deploy and manage qualitative tools such as Outcome Mapping, Process Tracing, Contribution Analysis and the Most Significant Change technique to map behavioural, institutional and policy shifts.
• Systematically capture emergent and unintended outcomes, working with country teams to translate insights into Flex Fund allocations.
• Lead inception activities, validate indicators and coordinate baseline data collection, including gender, inclusion and conflict‑sensitivity analyses.
• Facilitate participatory learning reviews and knowledge‑sharing sessions in volatile or fragile contexts.

Required profile

• Mid‑level professional with several years of experience in monitoring, evaluation and learning, preferably in justice or humanitarian programmes.
• Proven ability to work in complex, volatile environments and to travel regularly within the MENA region.
• Legal residency in Lebanon and possession of a Lebanese passport.
• Strong analytical mindset and experience in participatory learning processes.
