MEAL Manager – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Manager provides strategic leadership and direction for Monitoring, Evaluation, Accountability, and Learning (MEAL) across World Vision Lebanon’s programs and projects. This role designs and strengthens standardized MEAL systems to ensure quality programming, evidence‑based decision‑making, and accountability to vulnerable children and their families.

Key responsibilities

• Lead the development, revision, and quality assurance of WVL’s M&E frameworks, tools, and systems in line with World Vision International and donor standards.
• Oversee programme and project monitoring, ensuring data quality, frequency, and compliance with internal and external donor requirements.
• Maintain a national participant/beneficiary database, guaranteeing data integrity and appropriate use for reporting.
• Analyse, synthesize, and report monitoring and evaluation data to inform management decisions, programme adaptation, and strategic reporting.
• Provide technical leadership for research, evidence‑generation, and learning initiatives, ensuring rigorous designs and systematic capture of lessons learned.
• Institutionalise research and learning processes within the MEAL system, promoting continuous improvement across the organization.

Required profile

• Proven experience in strategic leadership of MEAL functions within humanitarian or development contexts.
• Demonstrated ability to design, implement, and standardise MEAL systems, tools, and processes.
• Strong capacity‑building skills to guide staff and partners in data collection, quality assurance, and reporting.
• Expertise in analysing and interpreting monitoring and evaluation data to support evidence‑based decision‑making.
• Experience leading research and learning initiatives, with a focus on generating actionable insights.
