Junior Research Analyst – Administrative Reform

About the role
The United Nations Development Programme (UNDP) is seeking a Junior Research Analyst to support the Office of the Minister of State for Administrative Reform (OMSAR) in Beirut. The position is a short‑term national consultancy (four months, up to ten working days per month) focused on strengthening Lebanon’s anti‑corruption framework through the Integrity in Action project.
Key responsibilities
- Conduct literature reviews and data collection on the implementation of the National Anti‑Corruption Strategy and related reforms.
- Analyse sectoral corruption risk assessments and draft concise briefing notes for senior officials.
- Support the preparation of progress reports, policy briefs and presentation materials for project outputs.
- Coordinate with OMSAR, the National Anti‑Corruption Commission and other oversight bodies to gather information and ensure alignment of activities.
- Assist in monitoring and evaluating the three project outputs related to institutional capacity, legal frameworks and sectoral risk‑management mechanisms.
Required profile
- University degree in political science, public administration, economics, law or a related field.
- Strong analytical, research and writing abilities in English; Arabic proficiency is an advantage.
- Familiarity with anti‑corruption policies, public‑sector governance or development programmes.
- Ability to work part‑time (maximum ten days per month) for a four‑month period in Beirut.
