Head of Programs Department

About the role

CIS College is seeking an experienced Head of Programs Department to lead the planning, development, implementation, and evaluation of capacity‑building, vocational training, employability, entrepreneurship, and community development programmes. The role requires strong leadership, project management, and stakeholder engagement, especially with donor‑funded projects.

Key responsibilities

• Lead and supervise the Programs Department, develop annual work plans, strategies, budgets and schedules.
• Manage multiple donor‑funded projects, ensuring compliance with grant agreements, reporting requirements and budget controls.
• Build and maintain relationships with NGOs, international organisations, donors and private‑sector partners, identifying partnership and funding opportunities.
• Establish monitoring and evaluation systems, track KPIs, prepare narrative and progress reports, and recommend corrective actions.
• Oversee budget monitoring, supervise team members, assign responsibilities and evaluate performance.

Required profile

• Bachelor’s degree in Business Administration, Project Management, Development Studies, Social Sciences, Education or related field (Master’s degree is an asset).
• At least 7 years of experience in NGO program management, donor‑funded project management or development projects.
• Proven experience coordinating with donors, implementing partners and preparing grant proposals.
• Fluency in Arabic and English; French is an asset.
