Head of Programme Development & Quality (Beirut)

About the role

Trócaire is seeking a senior leader to head programme development and quality for its operations in Lebanon and Syria. Based in Beirut, the Head of Programme Development & Quality will guide the design, implementation and monitoring of humanitarian and development programmes, ensuring they meet international standards and the organisation’s strategic objectives.

Key responsibilities

• Lead the development and delivery of Country Strategy Plans for Lebanon and Syria, including annual work plans and results reporting.
• Ensure a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system is in place and that evidence is collected, analysed and shared across the organisation.
• Design and oversee high‑quality, evidence‑based programmes that align with Trócaire’s Global Strategic Plan, localisation agenda and gender‑transformational approach.
• Represent the country office with government authorities, donors, partners and peer agencies.
• Support strategic positioning with donors and partners, and contribute to fundraising and partnership proposals.
• Provide agile leadership to senior staff, fostering coherence, safety and impact of programmes in conflict‑affected contexts.

Required profile

• Extensive experience in programme development, monitoring and evaluation within humanitarian or development settings.
• Proven ability to work with national and local partners and to manage multi‑country programmes.
• Strong understanding of international standards, localisation principles and gender‑transformative programming.
• Excellent stakeholder management and representation skills.
• Senior‑level leadership experience, preferably within an international NGO.
