Finance Manager - Humanitarian Programme

About the role

NRC Lebanon, which has supported displaced people in Lebanon for 20 years, is seeking an experienced Finance Manager to provide strategic financial leadership, strengthen financial systems and ensure the effective and accountable use of resources. The role covers financial management, budgeting, reporting, compliance and internal controls, and supports organisational transformation. Applicants must be legally eligible to work in Lebanon; work permits and visa sponsorship are not provided.

Key responsibilities

• Provide strategic financial leadership, ensuring robust financial systems, policies, internal controls and compliance with NRC, donor and local regulatory requirements.
• Lead budgeting, financial reporting and analysis, giving timely insights to senior management.
• Oversee accounting, cash flow and liquidity management, and prepare for audits.
• Manage financial risks and compliance, implement anti-corruption measures and address audit findings and control gaps.
• Advise budget holders and programme teams from proposal and budgeting through expenditure monitoring and reporting.
• Build the capacity of Finance colleagues and budget holders across the country.
• Strengthen financial systems to support local partners in delivering compliant, sustainable humanitarian responses.

Required profile

• Bachelor's degree in finance, accounting or a relevant field.
• At least four years of finance experience, including three years in a managerial or equivalent role in a humanitarian or recovery context.
• Experience working with local partners and institutional humanitarian donors.
• Fluency in written and spoken English.
• Experience developing financial systems during organisational change is highly desirable; emergency finance leadership and previous work in the Middle East are an advantage.

Required skills

• Strong financial analysis, budgeting, reporting and risk management skills.
• Proficiency in MS Excel and accounting systems.

What we offer

• Duty station: Beirut, Lebanon.
• Fixed-term national contract of 12 months, renewable based on performance, funding and need.
• Travel allowance of 10-20%.
• Salary at Grade 9 on NRC's national grading structure.
