Economic Development Plan Evaluation Consultant (4-month contract)

About the role

The United Nations Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to conduct a comprehensive evaluation of its 10th Five‑year Development Plan. This four‑month assignment, based at the UN‑House ESCWA in Beirut, will involve rigorous data analysis and the preparation of policy‑relevant findings.

Key responsibilities

• Review plan documents and related policy material to identify evaluation questions and indicators.
• Collect, compile, clean, and harmonise macro‑economic, sectoral and socio‑economic datasets from national and international sources.
• Develop databases and documentation suitable for quantitative analysis.
• Design an evaluation framework and analytical methodology, applying econometric techniques such as time‑series and panel‑data analysis.
• Conduct robustness checks, sensitivity analysis, and assess performance across key indicators.
• Prepare technical reports, presentations and policy recommendations for ESCWA and member states.

Required profile

• Master’s degree in Economics, Econometrics, Statistics, Development Economics, Data Science or a related field.
• Minimum of 1 year professional experience in macro‑economic analysis, applied economics, econometrics, development planning or policy evaluation.
• Demonstrated experience working with macro‑economic and socio‑economic data.
• Fluency in English; knowledge of French or Arabic is an asset.

Required skills

• Proficiency in Stata, R, Python or EViews.
• Strong knowledge of econometric methods, including time‑series and panel‑data analysis.
• Data cleaning, harmonisation and database development.
• Experience preparing analytical reports for governments or international organisations.
