Director of Programme Development and Quality

About the role

The Director of Programme Development and Quality (DPDQ) is a senior leader within Save the Children’s Lebanon Country Office. Reporting to the Country Director, the DPDQ oversees the design, coordination and delivery of high‑quality, evidence‑based programmes for children, ensuring alignment with the organisation’s global breakthroughs.

Key responsibilities

• Lead the development and implementation of the Country Office Impact Model and Country Strategy Plans.
• Ensure robust research, monitoring, evaluation, accountability and learning (RMEAL) systems are in place and used for decision‑making.
• Drive cross‑functional engagement across sectors such as education, child protection, shelter/WASH, food security, and climate.
• Provide technical leadership, mentoring and coaching to advisors and specialists to maintain programme quality.
• Represent Save the Children with government bodies, donors, partners and other stakeholders.
• Oversee emergency and humanitarian response planning and crisis management.

Required profile

• Extensive senior‑level experience in programme development, quality assurance and humanitarian response.
• Proven ability to lead multi‑disciplinary teams and manage complex, multi‑sector programmes.
• Strong understanding of child rights, safeguarding standards and evidence‑based programming.
• Excellent communication and stakeholder‑engagement skills.

Required skills

• Experience with research, monitoring, evaluation, accountability and learning (RMEAL) frameworks.
• Knowledge of sectoral standards in education, child protection, shelter/WASH, food security and climate resilience.
