Consultant – Regional/Subregional Cross‑Border Cooperation & Policy Recommendations

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to produce a background paper that will launch a Subregional Dialogue Platform on Syria’s cross‑border cooperation. The work supports structured, trust‑building policy dialogue aimed at regional stability, economic recovery and sustainable development.

Key responsibilities

• Prepare an analytical mapping paper on the current cross‑border landscape, opportunities and challenges.
• Identify priority areas for regional and subregional cooperation among Syria and neighboring Arab states.
• Develop actionable policy recommendations to guide future engagement.
• Facilitate knowledge exchange and support the establishment of a Subregional Dialogue Platform.
• Coordinate with the Syria Portfolio Programme Manager/Coordinator and ESCWA partners.

Required profile

• Advanced degree in economics, international relations, public policy or a related field.
• Demonstrated experience in regional policy analysis, especially in the Middle‑East.
• Familiarity with Syria’s institutional reforms, security context and reconstruction needs.
• Proven ability to produce high‑quality analytical reports for UN or multilateral audiences.

Required skills

• Computable General Equilibrium (CGE) modelling
