Consultant – Regional Connectivity & Prosperity Framework

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to design and deliver an integrated Regional Connectivity and Prosperity Framework for the Arab region. This remote, six‑month assignment focuses on developing a conceptual analytical model, producing a comprehensive technical paper, and providing policy recommendations.

Key responsibilities

• Develop a conceptual and analytical framework on regional connectivity and prosperity, including theoretical foundations and methodological validation (Deliverable 1, due 10 Sept 2026).
• Prepare a full draft of the index results, component indices, policy implications and recommendations (Deliverable 2, due 30 Oct 2026).
• Finalize the technical paper, incorporate review comments, and complete methodological documentation (Deliverable 3, due 30 Nov 2026).
• Conduct quantitative and qualitative analysis of strategic assets, investment ecosystems, and institutional readiness across the Arab region.
• Produce clear, evidence‑based policy guidance to enhance regional resilience, integration and shared prosperity.

Required profile

• Advanced degree in economics, regional studies, public policy or a related field.
• Proven experience in designing analytical frameworks, indices or composite indicators.
• Strong background in regional connectivity, infrastructure, and economic integration, preferably in the Arab context.
• Excellent research, writing and presentation skills, with a track record of delivering high‑quality technical reports.
• Ability to work independently and meet tight deadlines in a remote setting.
