Consultant – Financing for Development & Domestic Resource Mobilization

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to support Arab countries in strengthening financing systems for sustainable development. The consultancy focuses on domestic resource mobilization, curbing illicit financial flows, and identifying diversification‑linked financing opportunities.

Key responsibilities

• Develop a high‑dimensional analytical matrix to map structural proximity across production sectors and highlight financing opportunities and illicit flow risks.
• Apply data‑driven models to prioritize products and sectors, producing technical notes on strategic linkages and feasible diversification pathways.
• Produce diagnostic reports and clustering matrices that identify high‑potential product pathways and sectors vulnerable to illicit financial flows.
• Design and implement a Python‑based inter‑sectoral structural coefficients framework for gravity‑model analysis of bilateral investment data.
• Generate Excel‑based summaries assessing cluster‑level production values, priority manufacturing ecosystems, and investment targeting opportunities.
• Develop an econometric modeling framework to evaluate structural feasibility, upgrading potential, and capability spillovers across interconnected products and sectors.

Required profile

• Consultant with a strong background in economic and financial analysis, particularly in domestic resource mobilization and illicit financial flow mitigation.
