Consultant – Financial Systems Review, Benchmarking & Alignment (OPA)

About the role

The Lebanese Red Cross seeks an experienced consultant to conduct a comprehensive review of its financial systems, benchmark them against international best practices, and align partner National Societies under the One Program Approach (OPA) with a focus on localization.

Key responsibilities

• Review LRC finance & accounting policies, procedures and systems for alignment with international standards and donor requirements.
• Update and validate the existing mapping of partner National Societies’ financial systems.
• Benchmark LRC systems against current Movement and global standards, identifying gaps and risks.
• Conduct comparative analysis of partner systems, categorising alignment levels and highlighting best practices and constraints.
• Assess cross‑functional linkages with procurement, logistics and HR where relevant.
• Provide actionable, locally‑adapted recommendations and a prioritized implementation matrix.

Required profile

• Advanced degree in Finance, Accounting or a related field.
• Minimum 15 years of experience in financial assessments, audits or system strengthening.
• Strong knowledge of current international financial standards and donor compliance frameworks.
• Experience working with Red Cross/Red Crescent societies; UN agency experience is a strong asset.
• Proven ability to perform comparative analysis, benchmarking and produce practical recommendations.
