Consultant – Digital Identity Policy Development for Libya

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to develop a comprehensive Digital Identity (e‑ID) policy for Libya. The assignment is remote and lasts 16 weeks, focusing on delivering a policy report that aligns with UN Sustainable Development Goals.

Key responsibilities

• Prepare a comprehensive digital identity policy report for Libya (minimum 30 pages) in Arabic.
• Include a 2‑4 page executive summary and a fully formatted table of contents with lists of tables and figures.
• Deliver the report in MS‑Word (.docx) format, ensuring all sources are properly referenced and supporting documents are attached.
• Ensure the final document contains no more than 20 % quoted or previously published text and passes UN‑ESCWA plagiarism checks.
• Maintain confidentiality; do not disclose content publicly without ESCWA and GIA permission.

Required profile

• Ability to produce high‑quality written work in Arabic.
• Familiarity with UN Sustainable Development Goals, especially legal identity (SDG 16.9).
• Experience in policy development for digital identity or e‑ID systems.
• Attention to detail for referencing, formatting, and plagiarism compliance.

Required skills

• MS Word (docx) document preparation.
