Consultant – AI Strategy Development for Aqaba Governorate

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to design an Artificial Intelligence (AI) strategy for the Aqaba Governorate in Jordan. Working remotely for 16 weeks, the consultant will produce a comprehensive Arabic report, an executive summary, and a PowerPoint presentation that align with ESCWA’s standards and the Sustainable Development Goals.

Key responsibilities

• Conduct research on AI applications relevant to Aqaba’s economic and social context.
• Develop a strategic framework outlining AI adoption, governance, and capacity‑building measures.
• Prepare a detailed report of at least 30 pages in Arabic, including a table of contents, figures, and tables.
• Draft a 2‑4 page executive summary and an executive‑level PowerPoint presentation.
• Ensure all sources are properly cited, provide scanned copies of reference pages, and guarantee the final deliverables contain less than 20% previously published text.
• Submit all documents in MS‑Word (.docx) format and adhere to ESCWA’s plagiarism‑checking procedures.

Required profile

• Proven expertise in AI policy, strategy development, or related consultancy.
• Experience working with public sector entities in low‑ and middle‑income countries.
• Strong understanding of the SDGs and how AI can contribute to their achievement.
• Ability to produce high‑quality technical documents in Arabic.

Required skills

• Proficiency in Arabic for report preparation.
