Change Management and Communications Expert for CDR Reform

About the role

The United Nations Development Programme (UNDP) is seeking a Change Management and Communications Expert to support the first stage of the reform roadmap for Lebanon’s Council for Development and Reconstruction (CDR). The consultant will design a comprehensive Change Management Plan, integrate a communications strategy, and establish mechanisms for monitoring reform adoption.

Key responsibilities

• Review existing reform governance, change‑management and risk‑management arrangements to establish a baseline for the Change Management Plan.
• Validate resistance factors through structured consultations with senior and non‑managerial staff and the Change Management Committee.
• Identify stakeholder groups affected by each reform measure, map their concerns, and determine when those concerns will arise in the roadmap.
• Prepare a stage‑by‑stage Change Management Plan linked to the consolidated roadmap, defining responsibilities of the Board, Change Management Committee and Heads of Division.
• Integrate the plan with the Risk Register, ensuring each resistance factor has an approved response.
• Define measures to manage resistance, including outreach schedules, early‑warning signals, and engagement of potential opponents.
• Develop change indicators distinct from activity‑completion metrics, specify measurement methods, frequency and reporting format to the Board.
• Establish operating arrangements for the Change Management Committee, including composition, reporting lines and monitoring tools.
