Blockchain Policy Development Consultant – Libya

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to design a comprehensive blockchain policy framework for Libya. The assignment is remote and lasts 16 weeks, culminating in a detailed Arabic report of at least 30 pages, including an executive summary.

Key responsibilities

• Research blockchain applications relevant to sustainable development and the SDGs.
• Analyse Libya's national priorities and align blockchain solutions with them.
• Draft a policy document, including recommendations, implementation pathways, and governance structures.
• Prepare a 2‑4 page executive summary and a full report in MS‑Word format, with an automatically updated table of contents, tables, and figures.
• Ensure all sources are properly cited, provide scanned copies of reference material, and guarantee the final deliverable contains less than 20% previously published text.
• Maintain confidentiality and transfer full ownership of the work to ESCWA.

Required profile

• Proven experience in blockchain policy, digital transformation, or related research.
• Strong understanding of sustainable development goals and their intersection with emerging technologies.
• Ability to produce high‑quality technical reports in Arabic and English.
• Familiarity with UN or international consultancy standards and plagiarism‑checking procedures.
