Senior Information Management and Digital Transformation Expert

About the role

The United Nations Development Programme (UNDP) is seeking a senior expert to support the Council for Development and Reconstruction (CDR) in Lebanon with the first stage of its digital transformation programme. The assignment will establish governance structures, validate the target IT architecture, define data governance foundations and prepare the procurement and budgeting framework for subsequent digital investments.

Key responsibilities

• Within two weeks, agree on scope, resources and work plan with CDR and define the work schedule, dependencies and costs.
• Support CDR in setting up the Digital Transformation Programme governance bodies (ICT Steering Committee, Data Governance Committee, Technical Review Committee), drafting their terms of reference, decision rights and responsibility matrix.
• Assist in establishing the Digital Transformation Programme Office, including roadmap, dependency register, risk register, benefits plan, procurement plan, architecture decision log and reporting calendar.
• Validate the target structure of the IT Department and develop an enterprise architecture and data governance framework aligned with the future operating model.
• Prepare inventories, procurement strategy, terms of reference and multi‑year budget requirements for upcoming digital platforms.

Required profile

• Extensive experience in information management, enterprise architecture and digital transformation programmes, preferably in the public sector.
• Proven ability to design and implement governance structures, data governance policies and procurement frameworks.

Required skills

• Knowledge of enterprise architecture frameworks and data governance principles.
• Experience with programme governance, risk management and benefits tracking.
