Risk Management for Statistics Consultant (GSBPM)

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to provide technical support and capacity development on risk management for statistical work in Palestine. The assignment will use the Generic Statistical Business Process Model (GSBPM) as the reference framework and will be delivered primarily on a remote basis over a three‑month period.

Key responsibilities

• Review existing risk‑management arrangements, policies, procedures and documentation of the Palestinian Central Bureau of Statistics (PCBS).
• Conduct interviews and working sessions with PCBS staff to identify gaps and priority areas.
• Develop practical tools, procedures and a phased action plan aligned with the national statistics development strategy.
• Provide remote technical assistance and, where feasible, design in‑person or hybrid capacity‑building activities.
• Ensure that risk‑management practices are integrated across all GSBPM phases.

Required profile

• Proven experience in statistical risk management and capacity development.
• Familiarity with the Generic Statistical Business Process Model (GSBPM) and national statistical systems.
• Experience working with statistical offices in challenging environments.
• Strong analytical, writing and stakeholder‑engagement skills.
• Ability to work independently and deliver results remotely.
