Project Officer – EU Delegation Cooperation Section

About the role

The European Union Delegation in Beirut is seeking a Project Officer to support the Cooperation Section. Reporting to the Head of Cooperation, the officer will contribute to programme management, procurement and contract oversight for EU‑funded projects in Lebanon.

Key responsibilities

• Identify, analyse and negotiate programme proposals in collaboration with internal and external stakeholders.
• Prepare and present project proposals for internal approval.
• Draft procurement and contract documents for grants and service contracts.
• Manage the full procurement cycle, including calls for proposals, evaluation, selection and monitoring.
• Oversee technical and financial aspects of contracts, ensuring compliance through reviews, audits and reporting.
• Conduct monitoring visits and field missions to assess implementation progress and beneficiary engagement.
• Maintain accurate records in EU corporate systems such as CRIS and OPSYS.

Required profile

• Relevant experience in programme management, procurement or contract administration, preferably in an international or diplomatic setting.
• Strong analytical abilities and capacity to work with multiple stakeholders.
• Excellent organisational skills and attention to detail.
• Ability to travel for field missions and adapt to occasional atypical working hours.

Required skills

• Proficiency with EU corporate systems (CRIS, OPSYS).
