Programme Manager – Security Sector Governance (Beirut)

About the role

The Geneva Centre for Security Sector Governance (DCAF) is seeking a dynamic Programme Manager to lead its Lebanon operations. Based in Beirut, you will oversee the design, implementation, and monitoring of security sector reform projects, working closely with government agencies, civil society, and international partners.

Key responsibilities

• Manage the project to achieve outcomes and outputs as defined in the logical framework.
• Ensure activities are delivered on time, within the approved workplan and budget.
• Design and implement governance mechanisms in collaboration with beneficiaries and donors.
• Maintain communication and coordination with security agencies, ministries, universities, CSOs, and the international community.
• Draft concept notes, briefs, terms of reference, and other project documents.
• Prepare regular financial, progress, and risk reports.
• Organise project events, including logistics and travel arrangements.
• Develop and maintain project tracking tools, workplans, and a MEL system.
• Oversee budget, procurement, recruitment, and contracting of service providers.
• Identify new funding opportunities and support resource mobilisation.
• Lead and appraise the project team, including staff and consultants.

Required profile

• Advanced university degree in management, development, public administration or a related field.
• Proven experience managing complex development projects, preferably in security sector reform.
• Strong understanding of governance, participatory reforms, and stakeholder engagement in the MENA region.
• Excellent analytical, reporting, and communication skills.
• Fluency in English; Arabic proficiency is an advantage.
