Programme Manager – Mine Action & Disarmament

About the role

The Programme Manager will lead NPA’s Mine Action and Disarmament programme in Lebanon, overseeing strategic, financial and operational aspects to ensure safe, effective, donor‑compliant clearance of explosive ordnance and to strengthen national capacity.

Key responsibilities

• Provide strategic, financial and operational leadership for the Mine Action programme.
• Lead programme planning, implementation, monitoring and reporting in line with NPA strategies and donor requirements.
• Develop funding proposals, donor reports and resource mobilisation initiatives together with the Country Director.
• Build and maintain constructive relationships with Lebanese authorities, donors, UN agencies, local communities and partners.
• Oversee finance, administration and HR systems to ensure programme efficiency.

Required profile

• Minimum five years senior management experience in a humanitarian mine action programme.
• Relevant higher education or comparable military experience.
• Proven ability to lead multidisciplinary, multicultural teams, including remote management.
• Strong experience engaging donors, governmental authorities and local partners.
• Knowledge of major institutional donors such as NMFA, USDoS, GFFO, EU, FCDO.
• Demonstrated cultural awareness, integrity and calm professional demeanor.
