Program Specialist – Monitoring, Evaluation & Referral Coordination

About the role

The Program Specialist will lead the implementation of monitoring, evaluation, accountability and learning (MEAL) strategies for DRC’s humanitarian programmes in Lebanon. The role focuses on strengthening referral pathways across sectors, producing evidence‑based analysis, and ensuring that displaced populations receive timely and appropriate services.

Key responsibilities

• Coordinate the development and rollout of monitoring, tracking and reporting systems, tools and templates.
• Design and deploy quantitative and qualitative data‑collection methods aligned with programme objectives.
• Plan, supervise and quality‑assure field data collection and monitoring processes.
• Strengthen and institutionalise cross‑sector referral pathways with humanitarian partners.
• Produce evidence‑based analyses of needs, gaps and bottlenecks to inform advocacy and coordination.
• Lead the continuous improvement and expansion of referral systems, including partner engagement and capacity‑building.
• Deliver training on referral pathways to internal and external stakeholders.
• Develop standard operating procedures and related materials.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within humanitarian contexts.
• Demonstrated ability to coordinate multi‑sector referral mechanisms and work with diverse partners.
• Strong analytical skills to generate evidence‑based recommendations.
• Experience in designing data‑collection tools and ensuring data quality.
• Ability to deliver training and develop SOPs.
