Program Manager I, Emergency Response and Recovery

About the role

Catholic Relief Services is seeking a Program Manager I to lead emergency response and recovery initiatives across a hub of 3–5 countries in the Middle East, Europe and Asia. The role is remote and supports rapid, high‑quality humanitarian assistance in complex, resource‑constrained environments.

Key responsibilities

• Provide technical oversight and management of new and existing emergency projects throughout the full project cycle.
• Ensure project design, start‑up, implementation and close‑out align with CRS quality standards and donor requirements.
• Coordinate with program offices, partners and technical departments (WASH, Food Security, Cash, Shelter) to develop hazard and risk maps, response plans and MEAL frameworks.
• Lead readiness activities, including donor communication and rapid‑response mobilization.
• Monitor and report on program performance, ensuring accountability to affected communities.

Required profile

• Proven experience managing large‑scale humanitarian or emergency response programs.
• Strong understanding of project cycle management in multi‑country contexts.
• Ability to work collaboratively with diverse partners and technical teams.
• Excellent written and verbal communication skills in English.
