Policy Planning Specialist for Education

About the role

The UNESCO Beirut office is seeking a Policy Planning Specialist to support Lebanon's Ministry of Education and Higher Education (MEHE) in strengthening the resilience and quality of the national education system. The specialist will work on sector‑wide planning, policy development, and implementation across general education, technical and vocational education, higher education, and research institutions.

Key responsibilities

• Provide expert advice on education governance, financing, curriculum development and quality assurance.
• Contribute to the design, review and rollout of sector strategies, regulations and frameworks.
• Lead the preparation of reform recommendations and ensure coordination with UNESCO, MEHE and relevant directorates.
• Research and analyse trends, reports and assessments to identify challenges at institutional and management levels.
• Support evidence‑based policy making by synthesising data from annual work plans, studies and project documents.
• Assist the Ministry in drafting and reviewing project‑related documents, conducting regular reviews and monitoring implementation.
• Engage with educational institutions, development partners and policymakers to foster collaboration.

Required profile

• Demonstrated experience in education policy, planning or reform within a governmental or international organization.
• Strong analytical skills with the ability to translate research findings into actionable recommendations.
• Excellent communication and stakeholder‑engagement abilities.
• Familiarity with the Lebanese education system and its institutional landscape is an advantage.
