National Legal Expert for Humanitarian Law Documentation

About the role

The United Nations Development Programme (UNDP) seeks a National Legal Expert to support the National Human Rights Commission’s International Humanitarian Law Committee in Lebanon. The consultant will independently review, corroborate and legally analyse documentation of alleged violations from the 2026 conflict and produce a comprehensive evidence‑based report.

Key responsibilities

• Review and assess the completeness, consistency and evidentiary value of the documentation package compiled by the Committee.
• Corroborate facts through cross‑checking independent sources, metadata verification and targeted supplementary verification approved by the Committee.
• Prepare a verification matrix documenting allegations, sources, degree of corroboration and evidentiary gaps.
• Analyse verified facts against applicable international humanitarian law, international human rights law, international criminal law and Lebanese law, without prejudging liability.
• Draft a consolidated legal and analytical report, including methodology, findings, legal analysis, patterns of violations and recommendations.

Required profile

• Advanced degree in law (LL.M. or equivalent) with specialization in international humanitarian or human rights law.
• Minimum 5 years of professional experience in legal analysis of conflict‑related violations, documentation, or similar consultancy work.
• Demonstrated ability to work independently, maintain confidentiality and handle sensitive information securely.

Required skills

• Expert knowledge of International Humanitarian Law (IHL) and International Human Rights Law (IHRL).
• Proficiency in legal research, evidence verification and preparation of analytical reports.
