National Data Adviser – Ministry of Social Affairs

About the role

The National Data Adviser will support the Ministry of Social Affairs (MoSA) in Lebanon by improving the quality, reliability and usability of key data sets that underpin emergency response and social protection programmes. Working from the NORCAP office in Beirut, the adviser will clean, validate and analyse data to produce decision‑ready outputs for programme planning and implementation.

Key responsibilities

• Engage with MoSA leadership and technical teams to define data priorities and develop a realistic work plan.
• Assess existing data sets, tools and analytical products to identify quality issues, duplication and operational risks.
• Clean, validate, reconcile and maintain priority data, especially displacement, beneficiary and payment information.
• Design and implement data‑cleaning, validation and deduplication scripts or methodologies.
• Develop, improve and maintain dashboards and analytical products that support operational and strategic decisions.
• Document processes and produce outputs that ensure continuity beyond the assignment.

Required profile

• Proven experience in data management, cleaning and validation within humanitarian or social protection contexts.
• Ability to work closely with government stakeholders and international partners.
• Strong analytical mindset with attention to detail and data quality.
