National Consultant – Social Policy & Public Finance (10 months)

About the role

UNICEF is seeking a National Consultant to support the Social Policy section in Beirut. The consultant will work for ten months, combining home‑based and office‑based activities, to translate analytical outputs into actionable policy recommendations that improve the equity and efficiency of investments for vulnerable children in Lebanon.

Key responsibilities

• Produce high‑quality analytical reports on public finance, social protection and child poverty.
• Develop policy inputs and actionable recommendations for government and development partners.
• Facilitate dialogue with Lebanese government counterparts and coordinate reform processes.
• Contribute to the design and monitoring of the National Social Protection Strategy.
• Support the Social Policy Specialist and Chief Social Policy in strategic planning.

Required profile

• Master’s degree in economics, public policy, social policy, development studies or a related field.
• Minimum 7 years of progressively responsible experience in social policy, public finance or social protection.
• Strong familiarity with Lebanon’s socio‑economic and institutional context.
• Demonstrated experience engaging with government officials and development partners.
• Fluency in English and Arabic.
