About the role
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer plans, coordinates and implements MEAL activities to ensure high‑quality data collection, analysis and evidence‑based decision‑making. The role supports project quality through field monitoring, data quality assurance, accountability mechanisms and continuous learning, while providing technical guidance to the MEAL Assistant and program teams.
Key responsibilities
- Develop, adapt, test and implement MEAL tools such as monitoring checklists, surveys, assessments and interview guides.
- Configure and test electronic data‑collection tools using ODK, KoboToolbox or other approved platforms, ensuring validation rules and indicators are correctly incorporated.
- Design sampling plans, calculate sample sizes and select representative beneficiaries or households.
- Coordinate and support data collection for assessments covering health services, community activities, nutrition, cash assistance and capacity‑building.
- Train and guide data collectors, community health volunteers and program staff on tool use, informed consent, confidentiality and data‑quality standards.
- Conduct regular field monitoring, observation, validation and data verification activities.
- Supervise, mentor and provide day‑to‑day technical guidance to the MEAL Assistant, ensuring timely task completion and adherence to standards.
Required profile
- Works with a moderate level of independence, applying professional experience and judgment.
- Capable of solving straightforward technical and operational problems.
- Experience supervising or providing informal guidance to junior staff, enumerators or field personnel.
- Strong attention to data quality, confidentiality and accountability standards.
Required skills
- Proficiency with electronic data‑collection platforms such as ODK and KoboToolbox.
- Ability to configure validation rules and integrate project indicators into digital tools.
- Knowledge of sampling methodology and sample‑size calculation.
- Experience in designing and implementing monitoring, evaluation and accountability tools.
- Field‑monitoring and data‑validation techniques.
