MEAL Manager – Monitoring, Evaluation, Accountability & Learning

About the role

World Vision Lebanon is seeking a senior MEAL Manager to lead Monitoring, Evaluation, Accountability and Learning across its programmes. The role will shape data‑driven decision‑making, ensure high‑quality evidence, and foster a culture of continuous improvement for vulnerable children.

Key responsibilities

• Provide strategic oversight for all programme assessments, baselines, evaluations and results measurement.
• Design, standardise and quality‑assure MEAL guidance, frameworks, tools and systems in line with World Vision International and donor standards.
• Oversee programme monitoring, ensuring data quality, frequency and compliance with internal and donor requirements.
• Maintain a national beneficiary database, guaranteeing data integrity and appropriate use.
• Analyse and synthesize monitoring and evaluation data to inform management decisions and programme adaptation.
• Lead research, evidence generation and learning initiatives, ensuring rigorous designs and systematic capture of lessons.
• Institutionalise evidence‑based practices within the MEAL system and promote their use across partners and affected populations.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within the humanitarian or development sector.
• Proven ability to design and implement standardized MEAL systems and tools.
• Strong analytical skills with a track record of turning data into actionable insights.
• Excellent leadership and capacity‑building capabilities to guide teams and partners.
• Familiarity with donor reporting requirements and international best practices.
