Legal Consultant – Draft By‑laws for Flexible Work Arrangements

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a national legal consultant to draft by‑laws that will operationalise Lebanon’s new Flexible Work Arrangements law. The assignment is remote and lasts three months, culminating in a comprehensive report with recommendations and draft regulations.

Key responsibilities

• Analyse existing internal regulations of the Labour Law and the National Social Security Fund (NSSF) for alignment with Law No. 3/2025.
• Provide legal advice and propose reforms to ensure coherent implementation of flexible, part‑time and remote work provisions.
• Draft by‑laws governing the new flexible work arrangements, ensuring they prevent misuse and support equitable employment.
• Prepare a final report summarising findings, recommendations and the proposed legislative text.

Required profile

• Advanced degree in law (LL.M. or equivalent) with a focus on labour or social security law.
• Demonstrated experience in legislative drafting and regulatory reform, preferably in the Lebanese context.
• Strong understanding of the Lebanese Labour Law, NSSF regulations and recent reforms on flexible work.
• Excellent analytical, writing and communication skills in English.
