Institutional Reform Officer

About the role

The Institutional Reform Officer will support the Office of the Minister of State for Administrative Reform (OMSAR) in implementing the “Reinventing Government 2030” agenda. Working from the UNDP office in Beirut, the consultant will help design, coordinate and monitor reforms aimed at restoring core state functions, improving public‑sector capacity and enhancing the delivery of services.

Key responsibilities

• Analyse stakeholder inputs and policy documents to inform reform design and implementation.
• Support the development of reform work‑plans, timelines and performance indicators.
• Facilitate coordination between UNDP, OMSAR and donor agencies to align funding with reform priorities.
• Prepare briefing notes, progress reports and evidence‑based recommendations for senior officials.
• Monitor and evaluate reform activities, identifying bottlenecks and proposing corrective actions.

Required profile

• Advanced university degree in public administration, economics, political science or a related field.
• Minimum 5 years of experience in public‑sector reform, governance or development assistance.
• Demonstrated experience working with government ministries and international donors.
• Strong analytical and report‑writing skills, with fluency in English; Arabic is an advantage.

Required skills

• Knowledge of institutional reform processes and public‑financial management.
• Familiarity with digital transformation initiatives in government.
• Ability to synthesize complex data into actionable policy recommendations.
