Group HSE Manager

About the role

Africell is seeking a Group HSE Manager to lead health, safety, environment and ESG initiatives across its operations. Based in Beirut, the manager will ensure compliance with local legislation and international standards while fostering a culture of safety and sustainability.

Key responsibilities

• Develop, implement and monitor HSE policies, standards, procedures and management systems.
• Plan and conduct HSE meetings, inspections, audits and risk assessments across all business units.
• Lead emergency preparedness, crisis response, business continuity and incident investigations.
• Oversee the HSE team, coordinate the HSE Focal Points Committee and manage departmental objectives.
• Design and deliver HSE training programmes for employees at all levels.
• Develop and execute the organisation’s ESG strategy, track performance indicators and prepare ESG reports.
• Ensure compliance with ISO 14001, ISO 45001, ILO and IFC standards as well as local regulations.

Required profile

• Proven experience in leading HSE functions within a large, multi‑site organisation.
• Strong knowledge of international HSE and ESG standards and reporting requirements.
• Ability to influence senior management and promote a safety‑first culture.
• Excellent analytical, communication and stakeholder‑engagement skills.

Required skills

• Knowledge of ISO 14001 and ISO 45001 standards.
• Familiarity with ILO and IFC guidelines.
• Experience with ESG reporting frameworks.
