Gender & AAP Programmatic Review Consultant (3.5 months, remote)

About the role

UNICEF is seeking a consultant to lead a Gender Equality and Accountability to Affected Populations (AAP) Programmatic Review for its Lebanon Country Office. The assignment, lasting 3.5 months, will be home‑based and supports the development of the upcoming Country Programme Document (2028‑2032).

Key responsibilities

• Conduct a comprehensive Gender Equality and AAP programmatic review, building on the previous review completed in 2020.
• Identify gaps and prioritize actions to strengthen gender‑responsive programming and AAP standards in line with UNICEF’s Gender Equality Action Plan 2026‑2029 and Strategic Plan.
• Provide recommendations for integrating gender equality and AAP commitments into the new Country Programme Document.
• Collaborate with UNICEF Lebanon staff and relevant stakeholders to ensure alignment with the UNICEF Gender Equality Action Plan and Accountability frameworks.

Required profile

• Relevant experience in gender equality, humanitarian programming, or programmatic reviews within international development.
• Familiarity with UNICEF’s Gender Equality Action Plan, Strategic Plan, and AAP framework.
• Ability to work independently on a remote basis and deliver high‑quality analytical outputs within a short timeframe.

Required skills

• Strong analytical and report‑writing skills.
• Knowledge of gender equality and humanitarian accountability standards.
