Expert on Competency-Based Public Policy Training Package

About the role

The United Nations Economic and Social Commission for Western Asia (ESCWA) is seeking an expert to develop a comprehensive, Arabic-language, competency-based public policy training manual and materials for the Civil Service Board of Lebanon. The package covers the full public policy cycle, from problem identification and agenda setting through design, implementation and evaluation, and maps learning objectives to the CSB's RIME competency framework. It is intended for independent delivery by the National School of Administration (ENA) and is provided in editable formats. The work is based in Beirut, with a duration of about 4 months.

Key responsibilities

• Review academic and institutional references on the policy cycle and ESCWA publications on public administration and public policy, and analyze the CSB's reference job descriptions and competency framework.
• Design the training manual: curriculum structure, competency-to-module mapping, training pathways by proficiency level and target group, methodology, and a matrix of groups, levels and modules.
• Write the manual and materials, including learning outcomes, session plans, trainer guides, participant materials, case studies and cross-cutting topics such as SDGs, gender and inclusion, and AI.
• Design pre- and post-training assessments and a certification framework with level-specific certificates.
• Pilot four training sessions with ENA trainers, refine the package, and run a Training of Trainers programme.

Required profile

• Masters degree in Public Policy, Public Administration or a related field; a PhD is desirable.
• Expertise in public policy, competency-based instructional design and the Lebanese public administration.
