Digital Governance Expert for Iraq’s Integrated Smart Power Grids

About the role

The United Nations Economic Commission for Western Asia (ESCWA) seeks a senior consultant to assess and guide the digital governance of Iraq’s power sector. The expert will produce an inception report, conduct a national mapping and diagnostic assessment, and deliver actionable policy recommendations for integrated, resilient and smart power grids.

Key responsibilities

• Conduct desk research, review national strategies, laws and technical documents, and prepare an inception report and workplan.
• Perform a template‑based national mapping and diagnostic assessment of Iraq’s power‑sector digitalisation, covering SCADA, EMS, smart metering, data platforms and cyber‑resilience.
• Prepare presentation materials for the project’s inaugural meeting and a short feedback note on outcomes.
• Coordinate stakeholder outreach, validate findings with Iraqi institutions such as the Ministry of Electricity, and revise deliverables based on feedback.

Required profile

• Master’s degree in energy policy, electrical engineering, power systems, economics, public policy, digital transformation, data governance, cybersecurity or a related field.
• Minimum 7 years of professional experience in electricity‑sector policy, power‑system planning, smart grids, digitalisation, data governance or cybersecurity, preferably with experience in Iraq.
• Fluency in English and Arabic (speaking, reading, writing, understanding).

Required skills

• Knowledge of SCADA and Energy Management Systems (EMS).
• Experience with smart metering, renewable energy forecasting and data interoperability.
• Understanding of cybersecurity, cyber‑resilience and digital governance in the energy sector.
