Consultant – National Strategy for Economic Empowerment of Persons with Disabilities (Jordan)

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to lead the development of Jordan's National Strategy for the Economic Empowerment of Persons with Disabilities. The assignment is remote, runs for eight months, and involves close collaboration with Jordanian stakeholders.

Key responsibilities

• Review and comment on the ESCWA Jordan Assessment Report (deadline 15 Nov 2026).
• Participate in the assessment validation workshop in Amman and gather stakeholder feedback (by 30 Nov 2026).
• Prepare an Inception Report outlining the strategic framework, methodology, multi‑stakeholder consultation plan and work plan (by 31 Dec 2026).
• Draft the first version of the Strategy and Operational Plan, including strategic pillars, objectives, multi‑year action plan, implementation matrix and M&E framework (by 28 Feb 2027).
• Support the 2027 National All‑Stakeholders Meeting by providing presentation decks, executive summary and facilitation materials (by 30 Apr 2027).
• Deliver the final approved National Strategy document incorporating all feedback (by 31 May 2027).

Required profile

• Proven experience in policy development, strategic planning or consultancy for disability inclusion.
• Familiarity with the UN Convention on the Rights of Persons with Disabilities (CRPD) and Jordan’s Law on the Rights of Persons with Disabilities No. 20 (2017).
• Demonstrated ability to lead multi‑stakeholder consultations with government ministries, NGOs, private sector and persons with disabilities organisations.
• Strong analytical and report‑writing skills, with a track record of producing high‑quality strategic documents.
