Consultant – National Assessment on Economic Inclusion & Empowerment of Persons with Disabilities (Jordan)

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to lead a national assessment on the economic inclusion and empowerment of persons with disabilities in Jordan. The assignment will produce an evidence‑based report that will underpin the forthcoming National Strategy for Economic Empowerment of Persons with Disabilities.

Key responsibilities

• Conduct a comprehensive desk review of Jordanian legislation, policies, strategies and statistical data related to disability inclusion.
• Map and analyse sectoral dimensions such as inclusive education, vocational training, employment, entrepreneurship and social protection.
• Design and implement data‑collection tools, including surveys and key‑informant interviews with government agencies, NGOs and persons with disabilities.
• Prepare an inception report, draft assessment report, validation workshop materials and a final assessment report with actionable recommendations.
• Facilitate a validation workshop with national stakeholders and incorporate feedback into the final deliverable.

Required profile

• Advanced degree in social sciences, economics, public policy or a related field.
• Proven experience conducting disability‑inclusion assessments or similar research at national level.
• Strong knowledge of Jordan’s legal and policy framework on disability.
• Excellent analytical, writing and presentation skills in English.
