Consultant for Study on Impact of Social Services on Persons with Disabilities in Palestine

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to lead a comprehensive study on the impact of social services for persons with disabilities in the State of Palestine. The assignment will be remote and lasts approximately 18 weeks, culminating in a set of evidence‑based recommendations for policy and program improvement.

Key responsibilities

• Develop and refine the study methodology, sampling framework, data‑collection tools and ethical safeguards.
• Conduct a desk‑review of existing policies, legislation and evidence on disability and social protection in Palestine.
• Design and pilot survey instruments, key‑informant interview guides and focus‑group discussion protocols.
• Oversee data collection, ensure data quality and manage accessibility considerations.
• Analyse quantitative and qualitative data to produce preliminary findings and a final comprehensive report.
• Present emerging findings to ESCWA and Palestinian Ministry of Social Development stakeholders.

Required profile

• Advanced university degree (Master’s or higher) in social sciences, development studies, disability studies or a related field.
• Proven experience (minimum 5 years) in designing and implementing mixed‑methods research projects, preferably in humanitarian or development contexts.
• Familiarity with social protection systems, disability‑inclusive policies and the UN/ESCWA working environment.
• Excellent analytical, writing and presentation skills in English.
