Consultant for Strengthening Midwifery Regulation and Governance in Lebanon

About the role

The United Nations Population Fund (UNFPA) seeks an experienced SRHR Policy & Regulatory Expert to lead a short‑term consultancy aimed at modernising Lebanon’s midwifery legal framework, expanding clinical autonomy and delivering an evidence‑based advocacy roadmap.

Key responsibilities

• Conduct a comprehensive review and gap analysis of Lebanese midwifery laws, decrees and ministerial decisions against ICM Global Standards, WHO guidelines and national health strategies.
• Draft an updated Scope of Practice for midwives, propose legislative amendments, and develop a strategic Advocacy Roadmap targeting policymakers, parliamentarians and professional syndicates.
• Facilitate an advisory committee, organise a policy validation round‑table and integrate stakeholder feedback into final deliverables.

Required profile

• Advanced university degree (Master’s or Ph.D.) in Law, Public Policy, Public Health, Midwifery or related SRHR fields.
• 15–20 years of progressive experience in health systems regulation, professional governance or SRMNAH policy, preferably within Lebanon or the MENA region.
• Fluent in Arabic and English, with proven ability to meet strict deadlines and produce high‑quality reports.

Required skills

• Deep knowledge of International Confederation of Midwives (ICM) Global Standards and WHO health governance frameworks.
• Expertise in legal analysis, legislative drafting and policy advocacy.
• Experience conducting key informant interviews, focus groups and comparative regulatory mapping.
