Consultant for Final Assessment of Oman 10th Five-Year Development Plan

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to lead the final assessment of Oman’s 10th Five‑Year Development Plan (2021‑2025). The role focuses on evaluating the plan’s financing and budget performance and delivering actionable recommendations for the upcoming Eleventh Plan.

Key responsibilities

• Gather, compile and update technical data across all SDGs and economic indicators related to Oman’s national priorities, costing and financing.
• Extract, retrieve and analyse data from national sources, databases and statistical publications.
• Examine financing flows, fiscal space, revenue and expenditure performance, and identify financing gaps.
• Assess progress of national indicators for the 2021‑2025 period.
• Provide econometric assistance, including quantitative economic modelling and causal inference, to evaluate investment opportunities and policy impacts.
• Prepare a comprehensive report highlighting achievements, gaps, lessons learned and practical recommendations for the Eleventh Five‑Year Development Plan.

Required profile

• Advanced degree in economics, finance, public policy or a related field.
• Proven experience in financing for development, preferably with large‑scale government programmes.
• Strong background in data collection, statistical analysis and economic evaluation.
• Familiarity with the Omani development context and Vision 2040 is an advantage.
