Consultant for Development of Access to Information Law in Yemen

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to produce a comprehensive study on the development of an Access to Information (ATI) law in Yemen. The assignment is remote and lasts for 16 weeks.

Key responsibilities

• Research and analyse the legal and institutional framework for access to information in Yemen.
• Prepare a detailed report in Arabic (minimum 30 pages) with a 2‑4 page executive summary.
• Ensure the report follows ESCWA formatting standards, includes a table of contents, and cites all sources.
• Submit the final deliverable in MS‑Word (.docx) format, accompanied by scanned copies of reference material.
• Maintain confidentiality and adhere to ESCWA plagiarism‑checking procedures.

Required profile

• Advanced degree in Law, Public Policy, or a related field.
• Proven experience in legal research and drafting reports on access‑to‑information or transparency legislation.
• Fluency in Arabic (written) and ability to produce high‑quality academic Arabic documents.
• Familiarity with UN/ESCWA guidelines and standards.

Required skills

• Arabic language proficiency for professional writing.
