Consultant – Care Reforms and Systems Paper

About the role

The Economic and Social Commission for Western Asia seeks a consultant to draft a comprehensive paper that outlines a framework for advancing care reforms and systems across the Arab region. This remote, three‑month assignment will contribute to policy‑making by linking gender equality, economic development, and social welfare.

Key responsibilities

• Research and analyse existing care reforms in the Arab region and globally (e.g., Latin America).
• Develop a conceptual framework identifying key determinants for effective care systems.
• Examine the political economy influencing care policies, including gender, labour, and social protection dimensions.
• Produce a well‑structured paper with evidence‑based recommendations for policymakers.
• Coordinate with ESCWA staff to ensure alignment with regional priorities.

Required profile

• Advanced degree in public policy, economics, gender studies, social sciences or related field.
• Demonstrated experience in policy research, especially on care, gender, or social protection.
• Familiarity with the Arab region’s socio‑demographic context.
• Strong analytical and academic writing abilities.
