Bid Manager – EPC/Infrastructure Contractor

About the role

ICC Contractors, a leading EPC and infrastructure contractor in the Middle East, is looking for a senior Bid Manager to own the end‑to‑end tendering process for civil, structural, and power projects. Based in Beirut, you will drive bid strategy, pricing, and technical proposals for local and regional tenders.

Key responsibilities

• Lead the full tender cycle: pre‑qualification, analysis, bid/no‑bid recommendation, clarifications, submission, and post‑tender negotiations.
• Direct estimation teams on quantity take‑offs, unit‑rate build‑up, and pricing of civil, electromechanical, and EPC scopes.
• Solicit, evaluate, and negotiate subcontractor and supplier quotations; integrate procurement‑backed pricing.
• Develop construction methodology, execution programmes, and resource/equipment plans for technical offers.
• Review FIDIC and bespoke contract conditions, flag commercial risks, and prepare qualifications and deviations.
• Coordinate with operations, procurement, finance, and plant/equipment teams to validate cost assumptions.
• Manage bid bonds, guarantees, insurances, and tender logistics.
• Maintain a rates database from executed projects and handle JV/consortium bid structures.

Required profile

• 20+ years of tendering/estimation experience with EPC or civil contractors.
• Proven record of pricing and winning bids in roads, bridges, underground works, PV plants, substations, power plants, or transmission lines.
• Deep knowledge of contractor cost structures, crew productivity, equipment costs, temporary works, and site overheads.
• Strong command of FIDIC contract forms from the contractor’s perspective.
• Experience managing subcontractor/supplier pricing and negotiations.
• BE in Civil or Electrical Engineering (or equivalent); MBA or contract/QS certification a plus.
• Fluent in English and Arabic; French a plus.
• Based in or willing to relocate to Lebanon and available for regional travel.
