Associate Programme Officer (Finance and Budget)

About the role
The United Nations Office on Drugs and Crime (UNODC) is seeking an Associate Programme Officer to support finance and budget functions for its Crime Prevention and Criminal Justice regional programme and the Lebanon Programme Office. Based in Beirut, the incumbent will work closely with programme coordinators, finance officers and implementing partners to ensure sound financial management and compliance with UN rules.
Key responsibilities
- Facilitate financial implementation of programmes, projects and grants, monitoring expenditures and ensuring compliance with UN financial regulations.
- Assist in drafting and revising programme/project documents, contributing to strategic planning, budgeting and staffing tables within the Integrated Planning, Management and Reporting (IPMR) system.
- Act as focal point for creating and managing grants, unreleased and released budgets for the criminal‑justice portfolio, ensuring correct allocation across countries.
- Review cost estimates, monitor released budgets, and prepare biennium budget projections in line with donor agreements and work plans.
- Prepare and review budget proposals and costed work plans for submission to donors.
- Support the preparation, coordination, monitoring and reporting of monthly, quarterly and annual financial reports for the criminal‑justice programme.
Required profile
- Experience in financial management, budgeting and grant administration within an international or UN context.
- Familiarity with UN financial rules, policies and the IPMR system.
- Strong analytical abilities and attention to detail.
- Ability to work collaboratively with multiple stakeholders across regions.
