Senior Health Officer – Beirut

About the role

The International Rescue Committee (IRC) seeks a Senior Health Officer to lead technical support for emergency health interventions in Beirut. You will work closely with implementing partners to ensure health activities meet national guidelines, Ministry of Public Health standards, and IRC sector recommendations.

Key responsibilities

• Provide day‑to‑day technical assistance to partners, aligning activities with national health protocols and sector guidance.
• Conduct regular field visits to monitor service quality, protocol adherence, and partner performance.
• Oversee partner capacity‑strengthening plans, track progress, and address gaps.
• Support delivery of emergency health services, including SRH, PFA, MHPSS, primary health care and rehabilitation.
• Review and harmonise partners’ SOPs, tools and reporting formats with IRC and MoPH requirements.
• Deliver training sessions and develop IEC materials tailored to the emergency context.
• Ensure protection mainstreaming and safe referral mechanisms are integrated into all partner‑led activities.

Required profile

• Extensive experience in humanitarian health programming, preferably in emergency settings.
• Strong knowledge of Lebanese health regulations and Ministry of Public Health standards.
• Proven ability to supervise and mentor implementing partners.
• Excellent analytical and reporting skills with a focus on monitoring indicators.
